Yes. ALTCS, the Arizona Long Term Care System, covers in-home care for Arizonans who qualify both medically and financially. It is Arizona's Medicaid program for long-term care, run through AHCCCS, and it can fund caregivers at home, adult day care, and facility care. The catch is eligibility: in 2026 a single applicant's gross income must stay under $2,982 a month, assets are strictly limited, and the applicant must need a nursing-facility level of care.

Who qualifies for ALTCS in 2026?

Eligibility has two doors, and you must pass through both:

  • Under $2,982 gross per month
  • Very limited (roughly $2,000, with key exemptions)
  • Generally exempt while you or a spouse lives there
  • Nursing-facility level of care, assessed by ALTCS (PAS assessment)
  • Arizona resident, citizen or qualified immigrant

Two important softeners. First, spousal protections: when one spouse applies and the other does not, the community spouse can keep a significant share of income and assets. What home care services does ALTCS actually pay for?

For members who choose to receive care at home rather than in a facility, ALTCS program contractors can cover personal care, homemaker services, respite for family caregivers, adult day health, home-delivered meals, emergency alert systems, and home modifications. The member is assigned a case manager who builds the care plan and authorizes hours. ALTCS can even pay certain family members to provide care through its agency partners, which surprises many West Valley families.

What if your parent does not qualify?

Most Buckeye, Goodyear, and Avondale families we meet do not qualify for ALTCS, and that is okay. Private-pay care at Ativo is $38 an hour, all-inclusive, and most families start with 10 to 20 hours a week, roughly $1,650 to $3,300 a month. Veterans should look hard at VA Aid and Attendance (up to $2,424 a month for a single veteran in 2026), and long-term care insurance policies usually cover home care once benefit triggers are met.
